To join the Guardians, you must find the Guardian Commander, Britaine, found in the "Guardian Station" located in Snake Lake Waterfront.
You need to meet two requirements. First, you need to be slightly lawful (10). Second, you need to have good relationship with the commander or good renown (greater than 15, combined).
You will get a patrol car, and some cash allowance.
