There are two types of Wallets one can encounter.
Lost Wallet[]
One type of wallet is protected by Secure-Lock technology which has to be broken to retrieve the money inside; the amount of money can be substantial. However, this is a poor thing to do for a law-abiding person, who should seek out the person in town who lost it and return it to them. Honest shopkeepers will also refuse to buy it. Every attempt to break the wallet increases your chaotic reputation, whether or not you actually break it, and attempting to sell it to a non-chaotic shopkeeper will also increase your chaotic reputation.
Even after you open the wallet, you can still sell it for a slight amount more cash, provided you can find a chaotic shopkeeper.

Murder Club Wallet[]
Members of the Murder Club may also carry around wallets with them, full of "personal things", and some money. If you meet and kill one, you can obtain this wallet. Apply Investigation to find a bus ticket showing the location of the next Murder Club member. This sort of wallet can then be safely sold.
